This guide is for Hong Kong business owners and marketing leads who are buying a first website or replacing one that no longer works. You will learn what a good web design service includes, what it should cost, and how to compare quotes that look nothing alike.
We will not give you a ranked list of agencies. A ranking cannot know your budget, your customers or your deadline. A clear set of checks lets you judge any provider yourself, including us.
What a web design service should include
Two quotes for the same budget can cover very different work. Before you compare prices, check that each quote names these stages:
Discovery: your goals, your customers, and what the site must make them do, such as call, book or send a WhatsApp message.
Structure and content: a sitemap, the pages you need, and a clear answer on who writes and translates the text.
Design: page layouts you review and approve before any building starts.
Build: the site on a platform your team can edit, tested on phones and desktop.
Search basics: page titles, descriptions, redirects from your old pages, and a Google Business Profile link.
Launch and handover: training, logins, and a period of support after go-live.
If a quote is one line with one price, ask for this breakdown. A provider who cannot list the stages has probably not planned them.
What web design costs in Hong Kong
Prices vary with scope, so ask what drives the number. Our web design service publishes its prices: from HK$15,000 for a template-based site, from HK$30,000 for a custom design, and from HK$45,000 for a premium build. Most projects land between HK$15,000 and HK$100,000, and 30 days of free maintenance are included.
Design takes time because each stage needs your input. Our published timeline is 4–12 weeks, and the slowest part is usually waiting for content and approvals. If you have a fixed launch date, say so at the start, because the schedule can be planned around it.
For a fuller breakdown of each cost line, read our guide to website costs. It is also worth checking whether your project qualifies for government funding for websites before you sign.
When you may not need an agency yet
If your budget is under HK$15,000 and you need a simple site with a few pages, building it yourself can be the better answer. Our guide to beginner-friendly website builders compares the tools. You can bring in a designer later, once the site has to bring in enquiries.

Route | Good for | Trade-off |
Build it yourself | A first site on a small budget, when you have time to learn the tool | Your time, and design, SEO and bilingual set-up are up to you |
Template-based design | Small firms that need a professional site quickly | Layouts are less distinctive and harder to stretch later |
Custom design | Firms competing on brand, or with complex content and enquiry paths | Higher cost and more of your time for reviews and decisions |
Hong Kong details a good provider handles
Some requirements are specific to selling in Hong Kong. Ask each provider how they handle these, and listen for concrete answers.
English and Traditional Chinese
A bilingual site needs separate, properly linked pages for each language, not a translate button. Google recommends that you tell Google about localised versions of a page with hreflang, so it can show each searcher the right language. Ask who translates the content and who checks it before launch.
Mobile speed
Google uses the mobile version of your site for indexing and ranking, so the phone experience is the one that counts. Google's Core Web Vitals set clear targets: the main content should load within 2.5 seconds, the page should respond to a tap within 200 milliseconds, and the layout should not jump (a layout shift score of 0.1 or less).
Contact forms and privacy
If your site collects names, phone numbers or emails, Hong Kong's privacy law applies. Under the first data protection principle, you must tell people why you collect their data, whether it is required, who it may be passed to, and how they can access or correct it. A good provider adds this notice to every form, and you supply the details.
How customers contact you
Many Hong Kong customers prefer to message rather than fill in a form. Check that WhatsApp buttons, click-to-call links and your Google Business Profile are part of the plan. For online shops, ask which local payment gateways, such as PayDollar/AsiaPay, and which couriers, such as SF Express, the platform supports.
How to judge a portfolio and reviews
A portfolio shows taste, but you need to see whether the sites work. Open three or four of the provider's live sites on your phone and try to make an enquiry. If it is slow or awkward, your site may be the same.
Look for work at your scale and in your type of business.
Look for a bilingual site if you need one. Our bilingual Athenasia project is one example, built in English and French while keeping the existing search rankings.
Check that body text is easy to read and buttons are large enough to tap. WCAG 2.2 is the W3C standard for accessible websites, and a good provider can explain how they apply it.
Read Google reviews for patterns. Deadlines, communication and support after launch matter more than praise for the design.
Ask for one or two past clients you can call. A provider who is confident in their work will usually arrange it.
Questions to ask before you sign
These questions show quickly whether a quote is complete. Put them to every provider on your shortlist and compare the answers side by side.

What exactly is included, and what costs extra?
Who writes the content and translates it?
How many rounds of revisions are included?
Which platform will you use, and can your team edit it? Our explainer on what a CMS does helps you judge the answer.
Will the domain, hosting and logins be in your company's name?
What is the payment schedule, tied to which milestones?
What happens after launch, and what does support cost?
Ownership matters most. Register the domain in your company's name and keep the admin logins, so you can change provider without rebuilding the site.
Warning signs in a web design quote
A price with no list of pages, stages or revisions.
No mention of content, translation or redirects from your old site.
Promises of a first-page Google ranking by a set date. Rankings depend on competition and ongoing work, so nobody can guarantee them.
A platform only the provider can edit, or a domain registered in the provider's name.
Support after launch that is vague or missing.
Search visibility is ongoing work. If organic traffic is a main goal, plan SEO support after launch in the budget from the start, rather than expecting the build to cover it.
Frequently asked questions
Can you suggest the top 5 web design agencies in Hong Kong?
No honest ranking fits every business, because the right agency depends on your budget, your platform and your deadline. Shortlist three providers that publish prices, show live work at your scale and can build in English and Traditional Chinese. Then ask each the same questions about scope, ownership and support, and compare the written answers.
How much does a professional website cost in Hong Kong?
Most small business websites in Hong Kong cost between HK$15,000 and HK$100,000. A template-based site sits at the lower end, while custom design, bilingual content and online shops push the price up. Compare quotes by the stages, pages and revisions they include, not only by the total.
How long does it take to design a business website?
A business website usually takes 4–12 weeks from the first meeting to launch. Smaller template-based sites sit at the shorter end, and custom or bilingual sites take longer. The biggest delays are usually content and approvals, so having your text and photos ready shortens the project.
What is the difference between web design and web development?
Web design decides how a site looks, reads and guides visitors to act, while web development is the technical build behind it. Most small business sites need both, delivered together on a platform such as WordPress, Framer or Shopify. Separate custom development only makes sense when a site needs features a standard platform cannot handle.
Should my web designer also handle SEO?
Your web designer should handle the search basics at launch, such as page titles, descriptions, fast mobile pages and redirects from your old site. Ongoing SEO, such as new content and building authority, is separate monthly work. If search traffic matters to your business, budget for both from the start.
