Six numbered tiles: set one goal, compare scope, own your accounts, report enquiries, check past work, agree an exit

This guide is for Hong Kong business owners and marketing leads who are about to hire, or replace, a digital marketing agency. You may have three proposals on your desk that look similar but cost very different amounts. You may also be unsure whether you need an agency at all.

After reading, you will know what a digital marketing agency in Hong Kong should do for you, what the work costs, which questions to ask on the first call and which warning signs mean you should walk away. We are an agency ourselves, so we also say when hiring one is not the right move.

What a digital marketing agency actually does

A digital marketing agency plans and runs the online channels that bring you enquiries and sales. For most small and medium-sized businesses, that means a few of the services below, not all of them at once.

Service

What it does

A good fit when

SEO

Improves how your website ranks in Google for the searches your customers make

People already search for what you sell, and you can wait a few months for results

Google Ads

Places paid ads above search results, paid per click

You need enquiries now, or you are launching a new service

Social media

Plans, writes and runs posts and paid campaigns on platforms such as Instagram, Facebook and LinkedIn

Your customers discover products by browsing, not searching

Content

Writes articles, guides and visuals that answer customer questions

Your buyers research before they contact you

Email and WhatsApp

Follows up with leads and past customers

You have a list of people who agreed to hear from you

Analytics and reporting

Tracks which channel brings enquiries and what each one costs

Always. Without it, you cannot judge any of the other work

The website sits under all of this. If your site is slow, hard to use on a phone or only in one language, ads and SEO will send visitors to a page that does not convert. Sometimes the best first step is to fix the site with professional web design and only then spend on traffic.

The channels also work better together than apart. Search terms that convert in Google Ads tell you which pages to build for SEO, and our guide to combining SEO and paid ads shows how to connect them.

Is a digital agency the same thing?

Not quite. In Hong Kong, "digital agency" often means a firm that builds websites and apps, while a digital marketing agency focuses on traffic, leads and sales. Many firms, including ours, do both. Ask each one which services it runs in-house and which it passes to partners.

Do you need an agency at all?

An agency is not always the right answer. Before you compare proposals, decide who should run the work.

  • Do it yourself if you only need one channel and can give it a few hours each week. A complete, up-to-date Google Business Profile with photos, opening hours and replies to reviews costs nothing and helps local searches.

  • Hire a freelancer for a single, well-defined task, such as monthly social posts or one ad campaign. You will coordinate the work yourself.

  • Hire an agency when you need several channels to work together, want one plan and one report, and do not have a marketer on staff.

What Hong Kong adds to the brief

A good agency treats Hong Kong as a specific market, not a location tag. Check that every proposal covers these points.

  • Mobile first. In 2025, 96.4% of people aged 10 and over in Hong Kong had used the internet in the past 12 months, and the smartphone penetration rate was 96.8%, according to the Census and Statistics Department. Every ad and landing page should be designed and tested on a phone first.

  • Two languages. People search in English and in Traditional Chinese, and the two sets of keywords behave differently. An agency should research both, not translate one list into the other.

  • Local search. For shops, clinics and service firms, your Google Business Profile and map listing often bring more calls than your homepage.

  • WhatsApp. Many Hong Kong customers would rather send a WhatsApp message than fill in a form. Ask how the agency will track those enquiries.

  • Privacy rules for direct marketing. Under the Personal Data (Privacy) Ordinance, you need a customer's consent before you use their personal data for direct marketing, and they can opt out at any time. The PCPD's guidance on direct marketing explains the rules. An agency running your email or WhatsApp campaigns should know them, but your business remains responsible.

What a digital marketing agency costs in Hong Kong

Prices vary widely between agencies, so compare what each proposal includes, not only the monthly figure. As a reference, here are our published prices as of October 2026.

Service

Monthly fee from Digital Nova

What else to budget for

Digital marketing retainer

From HK$8,000

Depends on the channels included

SEO

HK$4,200 (Starter), HK$8,400 (Visibility), from HK$18,200 (Performance)

Content you write or approve

Google Ads management

HK$5,500, HK$9,000, from HK$15,600

Ad spend, paid directly to Google

For Google Ads, the management fee and the ad budget are two separate costs. We suggest ad budgets of HK$15,000, HK$37,500 or HK$75,000+ per month, depending on the plan, and that money goes to Google, not to us. Our Google Ads management page lists what each plan covers.

When you compare SEO proposals, count the deliverables. Our SEO plans state how many keywords are tracked and how many backlinks are built each month. If another proposal does not state its deliverables, ask for them in writing.

Seven checks before you sign

These checks separate a good agency from one that will cost you months.

  1. You own your accounts. Your Google Ads, Google Analytics and Google Business Profile accounts should be in your company's name, with the agency added as a user. Google itself tells advertisers that a third-party agency must set up a separate Ads account for each client, and that you have the right to know your clicks, impressions and total ad cost.

  2. Fees are transparent. Google's third-party policy requires agencies to tell new customers in writing about any management fee and to report Google's charges separately from their own fees.

  3. Reports show enquiries. Impressions and followers are easy to grow. Ask for a sample report and check that it shows calls, forms, WhatsApp messages or sales, and the cost of each.

  4. The scope is written down. A proposal should list deliverables, such as the number of articles, landing pages or campaigns each month, not only activities like "optimisation".

  5. You have seen similar work. Ask for case studies from businesses of your size and type, with the result and the timeframe.

  6. You know who does the work. Ask who manages your account day to day, whether any work is outsourced, and whether meetings can run in Cantonese or English.

  7. You can leave. Check the minimum term, the notice period and what you keep when the contract ends, including ad accounts, content and tracking.

What a Google Partner badge does and does not tell you

Many agencies show a Google Partner badge. To earn it, an agency needs an optimisation score of at least 70%, US$10,000 of ad spend across managed accounts over 90 days, and at least half of its account strategists certified in Google Ads, according to Google's Partner requirements.

That shows the agency runs Google Ads at some scale and follows Google's recommendations. It says nothing about SEO, social media or whether those ads produced profitable enquiries. Treat it as one signal, not proof of results.

Questions to ask on the first call

Use these questions to compare agencies on the same terms. Several come from Google's own advice on hiring an SEO.

  • Can you show me examples of your previous work for a business similar to ours?

  • What results do you expect, and in what timeframe?

  • How will you measure success, and what will the monthly report show?

  • Who owns the accounts, content and data if we stop working together?

  • What do you need from us each month: time, approvals, photos, product information?

  • Which work do you do in-house, and which do you outsource?

A good agency answers these plainly. If you hear vague promises instead of a plan, keep looking.

Red flags that mean you should walk away

  • Guaranteed first place in Google. Google states that "no one can guarantee a #1 ranking on Google". An agency that promises it is either misleading you or does not understand search.

  • The agency owns your ad account. If you leave, you lose your campaign history and have to start again.

  • Reports full of reach and impressions with no line for enquiries or sales.

  • A fixed package for every client with no questions about your margins, customers or capacity to handle leads.

  • Long lock-in contracts with no clear exit terms.

How we work at Digital Nova

Digital Nova was founded in 2024 as a spin-off of RH-Studio, and our team has been building websites and running marketing for Hong Kong businesses since 2020. We have delivered more than 50 websites and hold a 5.0 rating from 38 Google reviews.

Our digital marketing work reports on enquiries, not impressions, and your ad spend is paid directly to Google from accounts in your name. We run projects in Cantonese or English. Most of our marketing clients come to us with an existing website, so we do not require a rebuild to start.

For Foresight Sports, we created a new brand identity, website, social posts and pitch deck, and the Foresight Sports project saw traffic rise by 120% and conversion rates by 40%.

We will also tell you if you do not need us yet. If one channel, such as your Google Business Profile, would cover your goals, we will say so.

Frequently asked questions

What services should I expect from a full-service digital marketing agency?

A full-service digital marketing agency usually offers SEO, Google Ads, social media, content, email or WhatsApp follow-up, and analytics with monthly reporting. Many also design and build websites. Most small businesses need only two or three of these at first, so ask the agency which ones match your goal rather than buying everything.

How much does a digital marketing agency cost in Hong Kong?

Fees vary widely, so compare the deliverables in each proposal rather than the monthly figure alone. As a reference, Digital Nova's digital marketing retainers start at HK$8,000 per month and SEO plans at HK$4,200 per month. Google Ads management starts at HK$5,500 per month, and the ad budget is a separate cost paid directly to Google.

What are the best digital marketing agencies in Hong Kong?

The best digital marketing agency in Hong Kong is the one that fits your goal, budget and market, not the one with the most awards. Shortlist agencies that keep your accounts in your name, report on enquiries and sales, show case studies from businesses like yours, and state their deliverables and exit terms in writing.

How do digital marketing agencies work with clients?

Most digital marketing agencies work on a monthly retainer after an initial audit and plan. They set up tracking, run the agreed channels, such as SEO or Google Ads, and send a report each month showing results and next steps. You stay involved by approving content, sharing product information and following up the enquiries the work brings in.

Does a small business need a digital marketing agency?

A small business does not always need a digital marketing agency. If one channel covers your goal, such as a well-maintained Google Business Profile, you can often run it yourself or hire a freelancer. An agency makes sense when several channels need to work together and nobody on your team has the time or skills to manage them.

Find the right partner for your business

Start by writing down one goal for the next six months, such as more enquiries from Google or more online sales. Then use the seven checks and the first-call questions above to compare two or three agencies on the same terms.

If you would like Digital Nova to be one of them, look at our digital marketing plans or book a free consultation. We will give you a plain answer, in Cantonese or English, even if that answer is that you do not need an agency yet.
